HOMELAND SECURITY
 
Homeland Security describes all endeavors, pursuant to human or artificial intelligence, directed toward the protection of the nation, people and its institutions and for response to and remediation of injury to either, except for such aspects as may be restricted by law to homeland defense and thus the responsibility of the land, air and naval forces of the federal government.

Homeland security is a shared responsibility of government, the professions, business, the trades, educational institutions, nongovernmental organizations and the citizenry.  The latter as both the body politic and as individual citizens.

Under our republic's Constitution and the weight of our American traditions, values and culture, responsibility for homeland defense rests with the federal government.  The responsibility for homeland security rests with the federal government.  The responsibility for homeland security rests squarely upon the shoulders of the individual states and their militias, upon the local communities and upon the citizenry.
